Globalization, misaligned incentives, distorted influence by major providers, legacy infrastructure designed and implemented before the cyber threat was well understood and the vast complexity of hardware, targeted attacks by powerful adversaries as well as a cadre of less powerful but numerous actors and software components at the heart of our production, entertainment and information may lead people to wonder about the feasibility of protecting, deterring, or remediating potentially existential cyber threats. This may be an avoidable but debilitating and ultimately catastrophic outlook. I’ll discuss technology solutions (related to resilient design and operation), problems arising in hardware and software development and operations, and critical policy barriers. I want to offer some hope for realistic change without sacrificing the enormous capabilities delivered by “smart devices” and out digital infrastructure.
