This document consists of the proceedings of the July 14-15, 2015 “Developing Community Resilience Measures” workshop in Cedar Rapids, Iowa, hosted by the National Academies of Sciences, Engineering, and Medicine. The conference focused on four pilot communities: Charleston, Cedar Rapids, Seattle, and Tulsa. The workshop included analysis of resilience case studies in the Bay Area and Boston, as well as breakout groups on six community-oriented topics such as the physical environment, human environment, and governance. The workshop resulted in multiple findings, including that there is a lack of data sharing between the public and private sector, as well as actionable ways to improve the process of resilience planning such as considering timeframe and community inclusion.
