Josh Laufer

Resilience Research Scientist

Josh is a Resilience Research Scientist at the Global Resilience Institute. Josh is currently co-PI on research projects analyzing the applications and barriers to using tools and data developed by NOAA, NASA, and other federal agencies in community resilience planning. When he started at GRI in 2020, he served as the lead liaison for the Operational Support team in support of FEMA. He was also an adjunct lecturer at Northeastern’s School of Public Policy and Urban Affairs during the 2020-2021 academic year. Josh is a Northeastern graduate with a PhD in Law, Policy, and Society. His dissertation focused on state and local electric microgrid policy in the Northeast. Prior to his time at Northeastern, he received his MA in Urban and Environmental Policy and Planning at Tufts University and his BA in Environmental Studies at Oberlin College. While originally from New York, he recently planted roots in Maine.
