A National Security Perspective on Resilience

This document lays out some of the core tenets of resilience as well as its importance in modern society. However, one of the greatest challenges for policy makers is that different disciplines define resilience differently. This document aims to clarify resilience, writing that "successful resilience is measured by the extent to which there is continuity of the systems, functions, and principles that are most important and valuable to us." Thus, it is imperative to resilience that we identify what is truly critical and work to preserve these values and systems in the face of manmade and natural disasters. Additionally, this document contends that resilience cannot be imposed from the top down but that individuals and companies must make their own efforts to cultivate societal resilience.
