An Examination of Federal Disaster Relief Under the Budget Control Act

This CRS report reviews how disaster relief funding has been affected by the passage of the 2011 Budget Control Act. The report details the funding mechanism for disaster declarations before the Act was passed, how the funding mechanisms have developed since the Act was passed, how Hurricane Sandy was addressed by this new mechanism, and general issues relating to disaster funding in a “BCA-regulated environment,” such as offsetting disaster relief costs.
