An Intelligent Evacuation, Rescue and Recovery Concept

This paper proposes an "expert decision support system" to benefit first responders in events such as an attack or disaster resulting in an uncontrolled fire. The system utilizes sensor technology to provide real-time assessments of the fire itself, blast damage assessments, and target vulnerability assessments. It can also be used before an emergency for training and planning purposes. It argues that this system is critical in enhancing resilience before, during, and after a crisis by increasing the speed of responses and consistency of efficient responses, allowing the objective exchange of information for rapid planning and execution of orders in a highly variable environment, and by consolidating location and communication technologies to increase effectiveness of actions.
