ASEAN and the Development of Counter-Terrorism Law and Policy in Southeast Asia

This paper analyzes the counter-terrorism agreements made by the Association of Southeast Asian Nations (ASEAN), which can be characterized as ‘soft law’ because of the “principle of non-interference governs the interstate relationships” in the region. ASEAN instead provides a general framework to promote cooperation on issues such as counter-terrorism, although that it has been relatively slow to be adopted by member nations even in the face of mounting concerns over terrorism in Indonesia. The article examines ASEAN’s counter-terrorism efforts to assess how “ASEAN has facilitated the development of legal and policy responses to terrorism in each member state.”
