The introduction states, "The key to assuring security, safety and prosperity in the 21st century will be building a society that can be resilient in the face of chronic and catastrophic risks." The report goes on to describe the importance of critical infrastructure resilience in the face of terrorist and natural threats and, using examples, describes vulnerabilities and opportunities for improving the resilience of U.S. transportation infrastructure.
