This report defines the 12 criteria of resilient cities used by the Rockefeller Foundation's City Resilience Index. These criteria include social stability and security, diverse livelihoods and employment, continuity of critical services, empowered stakeholders, and effective leadership and management. It presents case studies conducted in Surat, India; Concepcion, Chile; New Orleans, USA; Semarang, Indonesia; Cali, Colombia; and Cape Town, South Africa which address each city's response to a major disaster in terms of these criteria for resilience.
