Topics: Communications, Emergency Management, Healthcare and Public Health, Homeland Security Theory Policy and Practice,

This article studies the Global Initiative on Sharing All Influenza Data (GISAID), and how it is possible to encourage the greater sharing of information through such international mechanisms. They note that in the status quo there are multiple disincentives sharing virus data, including a desire for researchers to wait until their studies are published or the the obstacle of obtaining funding for a international database for data. GISAID has found ways to overcome those problems by taking steps such as building trust between countries for pandemic preparedness and facilitating information sharing, creating a blueprint that could be replicated for other similar efforts.
