Elders Leading the Way to Resilience

This report, created in conjunction with the World Bank's Global Facility for Disaster Reduction and Recovery, characterizes and analyzes Ofunato, Japan after the devastating 2011 Great Eastern Japan Earthquake. Specifically, it details the efforts of a group of elders and other community members who planned and built the Ibasho Cafe, which has been instrumental in strengthening social capital and resilience. This case, the report asserts, is an example that utilizing the expertise of elders and empowering them to take leadership roles are powerful tools in enhancing disaster resilience at the local level.
