Energy democracy: Goals and policy instruments for sociotechnical transitions

This article aims to examine the energy democracy agenda in the US by comparing 22 policy instruments to 26 intended outcomes for energy democracy. The intended outcomes can be broadly classified into 3 categories: resisting the dominant energy agenda, reclaiming the energy sector, and restructuring the energy sector. The paper concludes that no single policy instrument can advance the energy democracy agenda; a combination of several policy instruments will be needed.
