Enhancing Flood Resilience through Improved Risk Communications

This journal article presents a framework to support more effective pre-flood and flood warning communications based on eleven case studies in a variety of flood risk locations in Europe. It specifically details the findings of the the URFlood project, funded by the ERA-Net CRUE consortium, which was aimed at facilitating the adoption of the EU Floods Directive. Its four main recommendations include further developing current flood information sources and campaigns, relating the consequences of floods to previous events instead of describing them in probabilistic terms, publicizing the roles and responsibilities of relevant agencies and the boundaries between them, and using channels of communication to reach both older and younger populations.
