Evacuation of Israeli Communities during an Emergency: Dilemmas and Proposed Solutions

This article looks at the issue of Israeli evacuations in the context of Operation Protective Edge (a hostage rescue mission), as well as simulations run by the National Emergency Management Authority and National Emergency Week. The document finds that evacuations during future conflicts will be costlier than in past conflicts, and provides a primary recommendation of creating a “comprehensive, binding national approach,” with policies that address issues such as border town evacuations and prioritizing areas to use as shelters.
