This report defines and describes the four main types of high-threat chemical agents, the three primary means of protection against them, and how they might be detected and used. It outlines current policies regarding these agents, including proliferation reduction measures and the implications of such procedures. Finally, it suggests further restriction of access for key materials, improved detection equipment should a chemical be released, and increased attention towards protection methods as a means to manage possible chemical terrorism vulnerabilities.
