Managing Large-Scale Security Events: A Planning Primer for Local Law Enforcement Agencies

This document shares best practices for planning security during events with large gatherings of people, from three perspectives: “pre-event planning, core event operations, and post-event activities.” It also provides detailed information, templates, primers, checklists, and other resources for key 18 core operational areas, including crowd management, command and control, and protecting infrastructure. One example of recommendations, for protecting critical infrastructure and utilities, includes assessing physical and cyber risks, developing an operational plan for protection, requesting national guard support, and coordinating response efforts.
