Measuring the Resilience of Energy Distribution Systems

This document describes resilience concepts and measurements in the context of energy infrastructure, reviewing current metrics, and analyzing possibilities for improving the way those metrics are measured, used, and understood. The article provides a literature review which illustrates that peer reviewed material has primarily focused on electricity infrastructure at the facility systems level. Additionally, most assessment uses performance as the primary variable, outweighing the literature focused on outcomes, inputs, and capabilities.
