Overview of State Homeland Security Governance Structures

This document summarizes how 56 American states or territories have integrated a homeland security organization into their government structure. Each of the states of territories are categorized as either having a homeland security agency within another agency (e.g. Massachusetts, Texas), as part of the Governor's Office (e.g. California, Puerto Rico), or as a stand alone agency (e.g. Washington, DC, New York). Additionally, the document includes how the agency was established, such as the legislative process that created the agency.
