Definitions of Community Resilience: An Analysis

Topics: Commercial Facilities & Mass Gatherings, Communications, Emergency Management, Homeland Security Theory Policy and Practice,

Since there is no widely held definition of resilience, this CARRI report aims to analyze the the range of definitions that exist and how the different aspects of these different definitions can improve a community's ability to recover from damages. It discusses the history of resilience in different disciplines before presenting a list of definitions of resilience as they apply to five different domains: ecological systems, social systems, communities, economies, and individuals. Since it is difficult to select the “best” overall definition, CARRI developed a definition of community resilience that best serves its goals; “the capability to anticipate risk, limit impact, and bounce back rapidly through survival, adaptability, evolution, and growth in the face of turbulent change.”
