Progress and Challenges in DHS’s Efforts to Address High-Risk Travelers and Maritime Cargo

This testimony of Rebecca Gambler, the Director of Homeland Security and Justice at the GAO before the Subcommittee on Border and Maritime Security of the House of Representatives Committee on Homeland Security, serves as an update on the efforts of the Department of Homeland Security (DHS) to address maritime port security and high-risk travelers. It describes how DHS has reviewed its presence abroad but notes a couple of areas where the agency could improve, such with the development of a department-wide list of strategic priorities and a mechanism for reviewing whether or not the agency has appropriately applied its available resources to programs abroad. The testimony also serves as an update on the status of GAO recommendations made to the Container Security Initiative (CSI) program, the Customs-Trade Partnership Against Terrorism (C-TPAT), and the Secure Freight Initiative (SFI).
