Selected Issues in Homeland Security Policy for the 114th Congress

This report to Congress describes homeland security policy, the budget, and the actors involved in these policies. From pages 16-21 it details cyberterrorists, cyberspies, cyberthieves, cyberwarriors, and cyberactivists as threats to U.S. cybersecurity. The report also briefly discusses legislative proposals to cybersecurity, noting that many efforts are centered around information sharing, reform of the Federal Information Security Management Act, R&D, the cyber workforce, privately owned critical infrastructure protection, data breach notification, and cybercrime laws.
