This report analyzes the importance of strong social infrastructure in enhancing disaster resilience as a complement to bolstering physical infrastructure. It asserts that social capital and networks provide resources during a crisis like information, financial resources, child care, and emotional and psychological support yet little attention have been dedicated to their study-perhaps because there are fewer metrics to measure. Therefore, the report highlights methods to evaluate the state of social infrastructure both quantitatively and qualitatively and provides recommendations for policymakers to deepen a community's reserves of social capital.
