Statement of Joseph P. Terrell before the United States House of Representatives Committee on Homeland Security Subcommittee on Transportation Security

Topics: Terrorism,

In this statement, the TSA's Deputy Assistant Administrator in the Office of Global Strategies (OGS), Joseph P. Terrell, states how OGS mitigates the risk of an aviation related threat to the homeland, which includes identifying risk, developing mitigation plans, and cooperating with international governments, organizations, and airlines. The OGS "identifies vulnerabilities at foreign locations through assessments of foreign airports and inspections of air carriers that fly from those airports." OGS measures this by assessing the level of threat, vulnerability and consequence involved. Options to mitigate risk included on the spot recomendations, longer term training, advisory warnings, and a complete suspension of service.
