Stationarity is dead: Whither water management?

This policy forum article published in Science makes the case that assumption of stationarity (a concept that natural systems fluctuate within an unchanging envelope of variability) for the management of water system and the design of hydraulic infrastructures can no longer be used under anthropogenic climate change. The authors advocate finding ways to identify nonstationarity probabilistic models of relevant environmental variables and to use those models to optimize water systems.
