Testimony of General John M. Keane, USA (Ret) on The Rise of Radicalism: Growing Terrorist Sanctuaries and the Threat to the U.S. Homeland

In his testimony before a joint hearing of the United States House of Representatives, Retired General Keane outlines the threat to the United States and Europe by ISIS. As he describes, ISIS has three main objectives: to defend the territory already gained in Iraq and Syria, expand that territory into the "near abroad," and to influence and encourage attacks in the "far abroad." To combat ISIS, General Keane describes three general policy proposals for the U.S. government: step up U.S. military activities in Iraq and Syria, step up political, namely diplomatic activities in the region, and avoid overreactions that would further ISIS's goal of polarizing Muslims and non-Muslims in Western societies.
