The Growing Threat of Pandemics: Enhancing Domestic and International Biosecurity

This document analyzes how the risk of pandemics has escalated with the acceleration of globalization and technological innovation. The document analyzes nine specific issues and provides proposals to improve threat response. An example includes leadership issues ranging from the structure of the World Health Organization to the Department of Health and Human Service’s Pandemic Influenza Implementation Plan. A suggested improvement includes establishing a “biodefense policy coordination committee” that focuses on long term threats.
