This publication works on the assertion that government operations must account for the constraints of a closed system, including having access to only a finite quantity of energy and physical materials. It states that though the government currently works in an inefficient manner, it can be better with efforts beyond policy and regulation which emphasize everyday approaches to sustainability. This document furthers that goal by providing multi-criteria decision-making tools for officials which account for closed-world limitations that many of the current economic models do not acknowledge.
