This report aims to highlight the ways a state can assess their critical infrastructure (CI) resilience, and to illustrate present indicators that may be useful in these assessments. It was written by Timothy Prior in 2015 for the Risk and Resilience Reports Series of the Center for Security Studies at ETH Zurich. It describes how absolute and relative assessments of resilience differ and explains certain indicators of CI resilience using case studies where resilience assessment indices have already been put in place using CI indicators. The report also highlights the importance of measuring CI on its social worth and the services it provides, as well as using technical evaluations as indicators.
