The Council on Foreign Relations (CFR) is an independent and nonpartisan membership and educational organization, think tank, and publisher focusing on U.S. foreign policy. CFR is also the publisher of Foreign Affairs magazine, and, as always, CFR takes no institutional positions on matters of policy. Through State and Local Officials Initiative, CFR serves as a resource on international issues affecting the priorities and agendas of state and local governments by providing analysis on a wide range of topics.

On March 9th, Heidi Crebo-Rediker, an adjunct senior fellow at the Council on Foreign Relations (CFR), led the conversation alongside Stephen E. Flynn, founding director of the Global Resilience Institute at Northeastern University, on the bipartisan Infrastructure Investment and Jobs Act (IIJA) and how officials can utilize IIJA funding in ways that address resilience, sustainability, climate adaptation, and equity.
