Countering the Threat of Nuclear Terrorism at Domestic and Foreign Ports

This issue brief provides information on port security, particularly regarding the scanning of containers to prevent disturbances caused by the potential for the detonation of nuclear devices within them. Specifically, it explains the conclusions of a study that compared two types of security measures: the Container Security Initiative and the Secure Freight Initiative. It concludes that disruptions under the Container Security Initiative are likely to be far worse than under the Secure Freight Initiative, recommending that a modified, industry-centric variation of the Secure Freight Initiative be adopted moving forward.
